CHAPTER 4 ASSESSMENT OF THE EXISTING PLAN FOR CONSTRUCTION OF THE WATERFRONT - CBD (CENTRAL BUSINESS DISTRICT) LRT (LIGHT RAIL TRANSIT)

4.1 Selection of System

Currently, the Cape Town city administration is loosely aiming to compile a master plan for a comprehensive transport system that includes the metropolitan region. Within this, in consideration of the existing over-reliance on road transport and future development plans, the introduction of a rail system of transport is being examined.
The main purpose of the study is to evaluate the plan to construct a LRT between the Waterfront and the CBD, however, before doing that, it is also necessary to evaluate the role to be played by a rail transport system within the overall transport system of Cape Town and to select the optimum system based on consideration of economic feasibility, transportation capacity and environmental impact, etc.
Thus, an examination shall here be made to compare the potential of general urban transport systems for introduction in Cape Town.
Transport systems currently in use in Japan shall be examined to compare their potential for introduction on the planned CBD-Waterfront route and other candidate routes for future extension, with the examination focusing on the following three points:
a. Operating flexibility able to respond to any route,
b. The capacity to satisfy future transport demand on each proposed route,
c. High economic performance.
